Joe D. Rule of Middleton, Idaho received the top award of $6,000. He is attending Albertson College of Idaho where he is pursuing his goal of becoming an engineer.
Joe epitomizes the all-around student. While carrying a four-point average and ranking first in his class, he participated in a wide array of school and community activities. In sports, Joe held positions on the varsity basketball and golf teams. He was president of the student council, and was state champion in the academic decathlon. One of his most enjoyable experiences centered on his leadership roll in Natural Helpers, a peer-counseling program.
As an Eagle Scout, Joe enjoyed working on a variety of projects. His work experience included a summer job at an aviation-maintenance shop. This served to stimulate his interest in aircraft and becoming a pilot.
Joe was a Boise State University science competition champion and he was recognized as his school’s outstanding math and English student. He was named a National Merit Scholar, Presidential Scholar, and was a delegate to the National Youth Science Camp. Modeling activities for Joe began with 1/2A-powered Control Line models and have progressed to Combat and .40-powered Speed models. He also participates in Radio Control. Due to a lack of activity in his area, Joe is self-taught in both areas. His proudest moment was the spring morning when he flew his Control Line Scale S-2, built from Model Aviation plans. In addition to the monies awarded Joe as part of the Grant Scholarship program, an additional $3,000 was awarded to him by Toledo, Ohio’s Weak Signals club. Each year, this club presents money to the winner or winners of the Grant Scholarship. The money is generated by activities at the annual Weak Signals Toledo Expo.
